To get a DUNS number, you do NOT need an LLC - you can do it as a sole proprietor. That does mean that your name and address will be published. Setting up an LLC is $200 to file and $60 a year in Washington, and since I am planning on investing tens of thousands of dollars in time and money building apps, I figure the cost of forming an LLC are worth it. Why?
- Not because an LLC offers protection from tort liability - since I am the only person working on the LLC the personal-participation doctrine means that I am probably the one responsible for anything that goes wrong.
- Not because an LLC prevents my personal address from getting disclosed - since I have to disclose my personal address when applying for an LLC, this is kind of a wash.
- BUT BECAUSE the LLC allows me to limit contractual liability to my LLC - I will try to have all of the business contracts signed by my LLC (and not me personally).
- There is also a bit of legitimacy (perhaps vanity) that you get from having an actual LLC.

And for Washington State residents, here is where you can apply for an LLC
-
Articles of organization - officially register your LLC with the state
-
An operating agreement, which helps you set entity guidelines and settle disputes
-
